August 27, 2020 – PP&C Consulting has expanded the breadth and depth of its offerings to clients by adding Peter Bulger and Jeffrey Miller, each with extensive business and finance experience in the legal industry.
Both Mr. Bulger and Mr. Miller will join PP&C’s Solutions Delivered initiative, an objective and integrated business development, communications, marketing, and financial consulting service focused on maximizing profitability during these uncertain times. Their move to PP&C Consulting comes on the heels of the additions of Rebecca Minihane and Tom Mariam to the legal industry consulting firm.

Mr. Miller was most recently the Director of Finance at Debevoise & Plimpton LLP, where he spent more than 30 years in the Finance department. He developed revenue projection and profitability analyses, billing rate recommendations, and integrated departmental information systems. Mr. Miller oversaw Debevoise’s operating and capital budgets and analyses and took the lead for the firm’s banking and audit relationships. He interacted directly with partner leadership in areas such as partner compensation, capital funding, practice, and office metrics and office openings.
As a consultant, Jeff has provided guidance to recently established firms on financial planning and viability and he has built simplified metrics to support them in their analyses. He has also provided support on integrated financial and business development projects. He has also been an active member of the New York-based Financial Officers Group, an association of the senior finance officers from Am Law 25 law firms.
Mr. Bulger brings to PP&C nearly 20 years as a leader in the areas of finance, contract negotiations, strategic pricing models, and operations at leading law firms White & Case, Clifford Chance, and Kobre & Kim. He adds significant international experience, having worked for those firms in New York, London, and Hong Kong. Peter most recently served as the Managing Director of Financial Planning & Analysis (FP&A) and Special Projects at Kobre & Kim, where he played a key role in creating the financial and analytical processes that sharply increased the firm’s revenue to $183 million in 2019 from $70 million in 2015, with a commensurate increase in profit. Peter has built and led Pricing and Client Financial Management teams from the ground-up, has designed multiple client profitability models, and has developed origination credit and partner compensation structures.
Mr. Bulger led the global financial forecasting and budgeting process at White & Case. He crafted messaging used for management committee financial presentations, led a re-engineering of how overhead cost was allocated to regional and office business units and was the lead presenter on several multi-office education initiatives to educate lawyers on financial topics.
He has consulted for years with partners on maximizing profits from the point of new sales leads to recurring business, by focusing on effective pricing arrangements, Alternative Fee Arrangement (AFA) pricing structures, client budgeting, profitability, and financial risk management throughout the life of client relationships.
